Collateral Damage. Kosovo Funding Bill Targets Poor
- Issue: Last week, Congress approved the FY 1999 supplemental appropriations bill, which includes $12 billion in funding for the bombing of Kosovo. (President Clinton is expected to sign it as we go to press.) Among the provisions of the bill are over $1 billion in pork-barrell projects for congressmen, plus Senator Slade Gorton's infamous rider to approve the open-pit, cyanide-leaching Crown jewel gold mine in Okanagon County. The bill also cuts the federal Food Stamp and Section 8 Housing programs, giving the lie to the humanitarian concerns the President and other supporters have expressed about the war.
