- Issue: In every edition of Real Change, the Community Participation project focuses on a different legislative circumstance. From the Tenants' Right of First Refusal (City); to the HOPE Act for Homeless Youth and the Housing Trust Fund (State); to funding for HUD and support for the Community Reinvestment Act (Federal), Real Change has covered the gamut of issues and decision-makers.
